POSITION AND ROLE:

Ha Tay Department of Industry is a professional agency of Ha Tay Provincial People’s Committee. It is under the direct and all-rounded management of the Provincial Committee of the Party, the provincial People’s Committee and under the leadership of the Ministry of Industry.

FUNTION:

Assisting the Provincial People’s Committee in state management of industrial branches in the province: mechanism, metallurgy, chemicals (including pharmaceutical chemistry), electricity, petroleum (if any), mineral exploitation, industrial explosive materials, other industries of processing and industrial services.

 

MAJOR RESPONSIBILITIES:

• Preparing and submitting the provincial People’s Committee legal documents (decision, instruction, etc…) with regard to management of industrial activities - small-scale industries as stipulated by Law.

• Setting up schemes and plans on industrial development to submit the Ministry of Industry for agreement and the Provincial People’s Committee for approval.

• Assisting the Provincial People’s Committee in organizing, directing, instructing and checking enterprises of all economic sectors of the field in the province; disseminating, popularizing and educating laws and providing information on activities of industrial and small-scale industries in the province.

• Providing general researches and submitting recommendations to the Government, the Ministry of Industry, the Provincial People’s Committee… for supplementing and modifying policies in the industrial field.

• Assisting the Provincial People’s Committee in state management of mechanism, metallurgy, chemical, electricity, industrial explosive materials, mineral exploitation, consumption industry, small-scale industry, foodstuff industry and other industries of processing as stipulated by Law and decentralized by the provincial People’s Committee.

• Managing and applying the form of industrial promotion fund as provided by the Provincial People’s Committee.

• Taking part in examining and approving industrial investment projects as decentralized by the Provincial People’s Committee.

• Studying and promoting structures, priority policies on industrial development in order to draw local and international investment into industrial development of the province.

• Providing instruction and inspection of implementing regulations on safety techniques of equipment and materials that are strictly required to have labor safety and equipment safety in the industry as stipulated by Law.

• Issuing, correcting, revoking and extending licence of operating electric power and other solutions as decentralized by the Provincial People’s Committee.

• Performing international cooperation in industrial field - small-scale industry as assigned by the Provincial People’s Committee.

• Organizing for studying and applying scientific advances and technology in industrial production - small-scale industry; providing state regulations on technical standards, norms and procedures, quality of industrial products; building up information system, storing and providing industrial data as stipulated by Law.

• Organizing and instructing public services in industrial field: providing management and guidance for administrative organizations of the Department.

• Assisting the provincial People’s Committee in managing and guiding industrial

• Performing general summary, statistics of operation situation of industry and small-scale industry in the province as stipulated by the Ministry of Industry and the Provincial People’s Committee: realizing periodical and unusual reports to the Ministry of Industry and the Provincial People’s Committee.

• Assisting the Provincial People’s Committee in state management of activities of associations and NGOs in field of industry and small-scale industry.

• Inspecting, checking and disposing breaches of industrial activities in the province as stipulated by Law.

• Managing and organizing apparatus, regular staff, policies of treatment, commendation and discipline towards regular staffs as decentralized by the Provincial People’s Committee.

• Managing financial affairs, assets of Departmental agencies as stipulated by Law and decentralized by the Provincial People’s Committee.

• Executing other duties as assigned by the Provincial People’s Committee.
