The oriented development of industry and small-scale industry from now to 2005 and 2010 is to strengthen industrialization and modernization progress to a new stage, to strongly shake perception of all classes of people and Party members and to make the industry and small-scale industry a key economic sector of the province.

To make good development planning of industry and small-scale industry, to be urgent in building industrial zones, groups and points, to take shape policies and mechanisms in the province in order to draw investment, execution of key works and to make sudden attack on development of industry and small-scale industry and to raise contributions to the budget and create employment for local people.

To be progressive in attaining annual growth speed at 19% and over, to contribute to strong movement of the provincial economic structure into industry and service in order to push the proportion of industry and small-scale industry in the provincial GDP to over 36.3% in 2004 and over 40% in 2010, for the purpose of becoming industrial province before 2020.

To step gradually with Ministries, Central agencies in promoting industrial development programs in synchronous and adequate manner to characteristics of the province, key economic areas of the North and progresses of international and regional economic integration.
To strive for achieving over 80% villages having occupations in 2005, in which 250 villages that meet criteria of industry and small-scale industry.
