For the aim of achieving the aforesaid targets and orientations from now to 2005 and 2010, People’s Committee of all levels and relevant agencies, among which industry is standing body, are required to:

- Continue leading strong development of 5 major industrial branches:

+ Processing agricultural products, foodstuffs and beverages
+ Building materials, fertilizers, chemicals
+ Hardware, electricity for mechanizing agriculture and consumption
+ Knitwear, footwear
+ Traditional small-scale industries

- Promote leading and disseminating: building up action plan “Year of industrial development 2004”, implementing thoroughly the Resolution of the 9th Conference of the Executive Committee of the Central Party 9, guidance and instructions of the Prime Minister, Ministries, the Central agencies, conclusions, Resolutions of the Provincial Party Committee, the Provincial People’s Council promulgated recently for settling obstacles of industrial development, particularly land allocation at industrial zones, groups and points.

- As to building up mechanism, policy and state management: checking, supplementing and setting up general plan of the provincial industry and small-scale industry, detailed planning on branches of products (especially mechanic products, electronic products, knitwear, footwear, rural occupations, supplemented planning and building of industrial zones, groups and points). To take shape regulations on coordination, assignment, arrangement between different agencies and local authorities with respect to management of enterprises in the area, enhancing responsibility of district, commune authorities. To make good mechanism of attracting, supporting and giving investment incentives for big projects of Corporations that have potentials on finance, high technology, etc… to make sudden steps in industrial development of the province. To build up policy of supporting development of occupations and trade villages, measures of finding outputs for products of small-scale industry. To carry out administrative procedures under “one door” mechanism. To continue implementing contents of international economic integration and technological renovation, application of technical advances; ensuring environment as programmed by the province, Ministries, Central agencies; providing enterprises guidance of implementing routes of regional and international economic integration. To strengthen post-investment inspecting and checking towards special business lines and lines of great potential of environmental pollution, etc…

- As to investment in development: focus on leading and facilitating soon execution of some big programs on industrial development and infrastructure such as Phu Cat Industrial Zone and My Duc Cement Factory with 2 million tons/year; project on removing and expanding Thang Long Tobacco Factory to Quoc Oai Industrial Group; various projects on beer, liquor, beverages, assembling auto, motorcycles, electronics - informatics, chemicals, building materials, etc… Supplying guidance of building and arranging enterprises, households into industrial zones, groups and points as newly stipulated by the province, and accordingly building material areas in well-provided districts such as Ba Vi, Phuc Tho, Dan Phuong, Thuong Tin, Phu Xuyen, etc… to supply for various processing branches.

- As to personnel organization: Implementing Joint Circular of the Ministry of Industry and the Ministry of Home Affairs guiding function, responsibility, power and apparatus of personnel management and organization of industry and small-scale industry for the purpose of meeting requirements of industrial development in new stage. To stipulate new functions and duties of the Department of Industry - a standing agency of the provincial Steering Committee of development of industry - small-scale Industry. To establish agricultural promotion center, organize for consultancy and development of Industry and Small-scale Industry and other post-investment management industrial zones, groups of the Department of Industry. To consolidate personnel apparatus in charge of industrial development at districts, communes, trade villages to ensure timely management and support of the provincial development of industry and small-scale industry.
